The last year has not been a happy one for Russian non-governmental organizations (NGOs). The government has forced them to undergo an expensive process of reregistration, introduced legislation that would curtail many NGOs' tax advantages, and stepped up a campaign to harass environmental organizations challenging federal policies, particularly with regard to nuclear waste and energy. To make matters worse, US and European foreign assistance to the Russian Third (or non-profit) Sector has declined substantially. On the part of the United States, this is shortsighted. Assistance to Russian NGOs remains one of the most promising–and one of the least expensive–expenditures for foreign policy possible. […]
